New Tollway Regulations: Fines for Non-Compliance Starting August 31, 2024

Starting August 31, motorists entering tollways without an electronic toll collection (ETC) device will face fines of up to ₱5,000. This initiative is part of a broader effort to enhance traffic flow on expressways and ensure smoother travel for all users.

The Toll Regulatory Board (TRB) has announced the implementation of these penalties through a joint memorandum circular (JMC) signed with the Land Transportation Office and the Department of Transportation. The fines for entering a toll road without an ETC device are structured as follows:

₱1,000 for the first offense
₱2,000 for the second offense
₱5,000 for subsequent offenses


Additionally, motorists who exit a toll gate with an insufficient load balance to cover the required fee will also be penalized. The fines for this infraction are:

₱500 for the first offense
₱1,000 for the second offense
₱2,500 for further offenses

The TRB is urging motorists to comply with these new regulations to avoid fines. The agency highlighted that approximately 91% of toll expressway users are compliant and responsible ETC users. These users are often inconvenienced by those who do not adhere to the rules, leading to traffic congestion and delays.

By enforcing these fines, the TRB aims to motivate all motorists to ensure their ETC devices are operational and properly loaded. This will help alleviate traffic congestion and reduce long queues at toll booths, making travel more efficient for everyone.

To support the implementation of these new regulations, the TRB will issue additional advisories detailing the responsibilities of toll operators, RFID providers, and government agencies. Furthermore, the agency plans to conduct an extensive information campaign to raise awareness about the new regulations and ensure that all motorists are informed about the changes.

The TRB’s commitment to improving traffic flow and ensuring fair use of tollways is evident in these new measures. Motorists are encouraged to take the necessary steps to comply with the regulations and contribute to a smoother, more efficient tollway system.
